What makes a light street legal?

It must carry a DOT mark (meets US FMVSS 108), meet SAE J581 (driving) or J583 (fog), have a sharp beam cutoff, emit only white or selective amber, be mounted at a regulated height (12"-42"), often on a separate switch, and supplement - not replace - the headlamps.

What about off-road lights?

Off-road lights deliberately skip those restrictions: maximum intensity, no limited cutoff, free beam patterns. Great on terrain, but running them on public roads can be illegal and dangerous.
